Joe Mahaley

Joseph Mahaley

Joseph Mahaley is President, Security Strategies LLC, a consulting company that supports US civilian and military agencies and private industry.

Mr. Mahaley has over 35 years of experience in the military, Government, and private sectors. He began his career with the U.S. Navy as a Gunnery/Missile Officer, where he was responsible for the handling and security of nuclear weapons. He later joined the U.S. Department of Energy (DOE), serving in positions to include Director, Office of Security, where he managed department-wide security policy and physical security of DOE’s Headquarters operations in the National Capital region, with responsibility for 240 federal staff and a $200+ million operating budget. He is a recipient of the 2003 Nuclear Security Information Exchange Certificate of Excellence, the 2004 Federal Law Enforcement Training Accreditation Board Certificate, the 2003 Secretary’s Gold Award (DOE), the 2003 Distinguished Career Service Award (DOE), the 2003 National Nuclear Security Administration Award for Contributions to National Security Programs, and the 2001 Presidential Rank Award, Meritorious Senior Executive. He retired in 2003 as a Career Senior Executive, Level 6, the highest level in the U.S. Civil Service.

After retiring from DOE Joe was Vice President, Government Strategies, at Day and Zimmerman, then Vice President, Homeland Security, at DRS. Prior to his current position, he was Senior Vice President and Division Manager of the Applied Systems Division at Parsons.

Joe is a graduate of the United States Naval Academy and received his law degree from George Washington University. Joe is a Distinguished Fellow and Affiliate Faculty Member of a nationally and internationally recognized Center for Infrastructure Protection and Homeland Security at George Mason University. He also a retired Captain, U.S. Naval Reserve and holds a current DoD clearance.

Joe is presently an independent consultant serving as business advisor to numerous companies including Watermark, Sandia National Laboratories, Infrozen, Inc and AOC Key Solutions. He is a Distinguished Fellow and Affiliate Faculty Member at the Center for Infrastructure Protection and Homeland Security at George Mason University.

Richard Mies

Rich completed a distinguished 35 year career in the US Navy. He commanded U.S. Strategic Command for four years prior to retirement. As Commander in Chief, he was directly responsible for the command and control of the Nation’s strategic nuclear forces supporting the national security objective of strategic deterrence.

Rich has a unique breadth and depth of operational and policy experience in undersea and strategic warfare. He has held both US and Allied commands at senior military levels. After completing training for submarine duty he served on two nuclear attack submarines and a ballistic missile submarine before commanding the nuclear attack submarine, USS SEA DEVIL. He subsequently served in a wide range of distinctive command positions including Commander Submarine Development Squadron TWELVE, Commander, Submarine Group EIGHT and Commander, Allied Submarines, Mediterranean, and Commander, Submarine Force, U.S. Atlantic Fleet and Commander, Submarine Allied Command, Atlantic.

His staff positions include duty on the staff of Commander in Chief, U. S. Atlantic Fleet, Executive Assistant to the Assistant Chief of Naval Operations (Undersea Warfare), Chief of Staff to Commander Submarine Force, U. S. Pacific Fleet, and Director Strategic Target Plans and Deputy Director Plans and Policy on the staff of Commander in Chief, U. S. Strategic Command.

Rich is one of a few flag officers to complete qualification as both a submariner and naval aviation observer. In addition to unit and service awards, his decorations include the Defense Distinguished Service Medal, Navy Distinguished Service Medal, Defense Superior Service Medal (two awards), Legion of Merit (four awards), National Intelligence Distinguished Service Medal, Meritorious Service Medal (two awards), Navy Commendation Medal (four awards), Navy Achievement Medal, and Secretary of Energy Gold Medal.

Rich is a native of Chicago, Illinois. A distinguished scholar and athlete, he graduated first in his class with highest honors from the U. S. Naval Academy with a Bachelor of Science degree with majors in mechanical engineering and mathematics. An intercollegiate wrestling champion and a lightweight football player, he was awarded the Thompson Trophy for contributing the most to the promotion of athletics at the Naval Academy. He has completed post-graduate education at Oxford University, England, the Fletcher School of Law and Diplomacy, and Harvard University. He holds a Masters degree in government administration and international relations and an Honorary Doctorate of Law degree from the University of Nebraska.

Following retirement from the Navy, Rich served as a Senior Vice President of Science Applications International Corporation (SAIC) and as the President and Chief Executive Officer of Hicks and Associates, Incorporated, a wholly owned subsidiary of SAIC.

Rich presently serves as the Chairman of the Department of Defense Threat Reduction Advisory Committee, the Chairman of the Board of the Navy Mutual Aid Association, the Chairman of the Naval Submarine League, a member of the Committee on International Security and Arms Control of the National Academy of Sciences, a member of the Board of Governors of Los Alamos National Laboratory and Lawrence Livermore National Laboratory, and as a member of the Board of Directors of Mutual of Omaha Insurance Company. He also serves on numerous advisory boards.

William Parish

William Parish

Bill Parrish is an associate professor at Virginia Commonwealth University in the department of Homeland Security and Emergency Planning. Prior to his joining the faculty at VCU he served in the Department of Homeland Security in several senior level positions, including the Department’s Senior Representative to the Federal Bureau of Investigation; acting Assistant Secretary for Information Analysis in the Department’s Information Analysis and Infrastructure Protection Directorate (IAIP); the first Associate Director for Homeland Security at the Presidential directed Terrorist Threat Integration Center (TTIC) and as special assistant to the Secretary of Homeland Security.

In October 2001, Bill established the first Office of Anti-Terrorism in the U.S. Customs Service. As the Commissioner of Customs’ senior advisor for anti-terrorism programs, Bill directed and managed the Office of Anti-Terrorism’s efforts to coordinate policy, programs, training, and matters relating to combating terrorism in order to ensure that the Customs Service maximized its anti-terrorism efforts.

Bill is a retired United States Marine Colonel where he commanded the Marine Corps Security Forces, which was comprised of approximately 4000 Marines serving worldwide to protect sensitive U.S. government installations. A special anti-terrorism unit, the Fleet Anti-terrorism Security Team (FAST), was part of Bill’s command and received special recognition for security missions in Bahrain following the attack on Khobar Towers.

Bill is a graduate in Criminal Justice and Distinguished Alumni from Central Missouri State University, and holds a Master’s Degree in International Strategic Studies from the Naval War College and a Master’s in Management from Salve Regina University.

Thad Wolfe

Thad Wolfe is President, Government/Air Force at Thomas Group, a global professional services firm that executes and implements cultural change, operations strategies, and process improvements to produce superior operational and financial performance. Prior to joining the Thomas Group, Thad was Senior Vice President and Corporate Account Manager for the North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM); General Manager Enterprise Security Solutions Business Unit, and Director of the AEROSPACENTER for Science Applications International Corporation (SAIC).

Thad’s distinguished military career (Lt. Gen, USAF, Ret.) culminated with his assignment as the Vice Commander of Air Combat Command, Langley Air Force Base, VA. Other prominent assignments included serving as the Assistant Deputy Director for Operations at the National Security Agency and command the Strategic Warfare Center at Ellsworth AFB. Thad completed a tour as an intelligence officer during the Vietnam conflict, commanded a bombardment squadron, an Air Force wing and served in a number of joint duty and headquarters level assignments. He is a command pilot with more than 4,000 flying hours.

Thad is involved with outside boards and completed service on the national Board of Directors of The Retired Officers Association and as Chairman of the Air Force Association’s Veterans and Retirees Council. He most recently served as the Vice Chairman of the Western Research Institute Board of Directors, as well as leading the Policy, Nominations, and Governance Committee of that Board and served on the Board of Advisors of the Ruchelshaus Institute for Environment and Natural Resources Research and Policy.

Thad is a graduate of the United States Air Force Academy with a Bachelor of Science degree in Military Science and a graduate of the University of Wyoming with a Master of Science degree in Electrical Engineering. He is a graduate of the National War College and the Harvard Program for Leaders of National and International Security.
