ENGINEER

General Experience: Minimum of 5 years of experience as an engineer in one or more of the engineering disciplines of Chemical, Civil, Electrical, or Mechanical Engineering or “sub-disciplines” related to them including, but not limited to the following examples: Safety, Bioengineering, Structural, Transportation, Geo-technical, Aerospace and Electronic Systems, Geo-science, Information Theory, Lasers & Electro Optics, Communications, Engineering Management, Industrial, Manufacturing Nuclear, Signal processing, Applied Mechanics, Fluids and Fuels, etc. Duties typically involve performing engineering services that may include but are not limited to the following: engineering studies and analyses; technology planning; systems architecture development; requirements development; concept development; systems design; system development and integration; test and evaluation; systems operation; construction; control of systems and components; integrated logistics support; modeling and simulation; configuration management; and systems acquisition and life-cycle management in compliance with current Industry and Government practices.

Specialized Experience: Must have a minimum of 3 years professional experience as an engineer on programs. Works with limited direction on complex assignments; applies expert knowledge of state-of-the-art technologies; provides technical guidance to project leaders and program managers. Serves as a technical advisor to other staff members. DHS experience is a significant plus as is a federal security clearance.

Education: Must have a Bachelor's degree or higher in Engineering, Chemical Engineering, Civil Engineering, Electrical Engineering, Mechanical Engineering, “sub-disciplines” related to them as described in the General Experience section above. Advanced degree holders will require shorter periods of general experience than holders of Bachelor degrees. For Masters degrees, general experience required is 3 years. For Doctorate degree holders, general experience required is 0 years. Specialized experience requirements remain the same.

SENIOR OPERATIONS RESEARCH ANALYST

Job Description: Provides technical and programmatic support to the Department of Homeland Security (DHS) Domestic Nuclear Detection Office (DNDO) and oversees a technical team to include managing personnel, tasks, deadlines, and deliverables supporting acquisition strategies to produce solutions for the Global Nuclear Protection Architecture (GNDA).
Use rigorous methods of scientific inquiry and operational analysis, along with any detailed subject matter of the mission space, to use fundamental concepts and techniques of operations research and applied mathematics to be able to apply this knowledge to the DNDO mission space problems and requirements. Conducts moderately complex logical analysis of management problems and management information requirements and formulates mathematical models of problems for solutions by computer. Prepares mathematical models of problem areas in forms of one of several equations that relate constants and variables, restrictions, alternatives, conflicting objectives and their numerical parameters. Good working knowledge of law enforcement and S&L organizations, and operations in general as well as the DHS components is desired. Particular knowledge of maritime, aviation, or Port operations is desirable. As is awareness of Analytic Agenda, Defense Planning Scenarios, OPLANS and CONPLANS, and application of war gaming, modeling and simulation. Good knowledge of DHS acquisition processes is preferred and knowledge of DNDO Solution Development Process (SDP) will be a plus.

Required Skills: The position requires a technical degree in science or engineering from an accredited university; and advanced degree is preferred. Ten years of relevant experience. Experience in a programmatic SETA or A&AS role desired; Ability to work with senior Government and Industry leaders using strong collaborative and communication skills. Must have a very high degree of attention to detail. Must have excellent interpersonal and communication skills. Must have skill in using personal computer and all Microsoft Office programs, Word, Excel, PowerPoint, Access, Outlook, and Project. Familiarity with Department of Defense Architecture Framework (DODAF) and Modeling and Simulation (M&S) methods is preferred. The job requires some travel. Top Secret Clearance and DHS suitability required.
